I do not think decapitation was more "popular" than any other method of execution. This method became famous mostly during the French Revolution, but people have been executed all through history in many horrendous ways. Actually execution is the State's prerogative (or the King's or the ruler) to cause fear and obedience among the population.
If you look at the greatest murderers in History like Stalin, Hitler etc. they did not decapitate people and still succeeded in intimidating half the world.

it is because it is very scary and gory.You need your head for everything.That is why it is so intimidating.
