Rome was a Republic. The elite in Rome voted for Senators that ran the country. But Julius Caesar conquered the Mediterranean world and then became emperor. The rest of this empires history involves a dictatorial Caesar. But a senate would always be there as well.

At first it was a Republic and after Sulla gained and lost power, a Triumvirate consisting of Julius Caesar, Pompey the Great, and Crassus. When Pompey & Crassus died, Caesar was left in sole power. It was a Republic. He was assinated at the end of the republican era of Rome. It was not an empire, like commonly thought, Octavian Caesar was the first emperor of Rome after Julius' death.
