No one is happy all the time. Everyone faces trails and tribulations, but what really matters is how you deal with the situation. But being "happy" is a choice. Your attitude is the only thing that others have absolutely no control over, so make your best decision about it.

Nobody is happy all the time unless there is something wrong with them mentally. Some people just put on a happy face to hide the fact that they are unhappy from others.

"Some people are always happy" - maybe most of the time is one is lucky, but not always the case as long as you are still alive. Your mind and body changes every times and these lead to sufferings. As one suffers, they are not really happy but if one accept it as the fact of life, then they reduce the sufferings as a challenge and face them rather than avoiding them. Once they overcome those hindrances or obstacles in their lives, they make themselves stronger to face any other which might arise. There is no secret in achieving happiness in your life ... it is there within yourself and to achieve it, you have to look within yourself and continuously challenge yourself to attain happiness ... one without challenge, you can never achieve anything great in life !

No one is always happy.
Envy for those who might appear happy is unnecessary. Every human experiences similar things in life that cannot be claimed to be sources of unhappiness.
A person who appears happy now, will face unhappiness later. Everyone is likely to face the loss of a loved one. Everyone is likely to face the hurt of a first love. Everyone is likely to face the loss of a pet, the loss of a dream, or some other experience that leads to a sad state.
Absolute statements are generally a guide to false beliefs that can be exposed. Name three people who are happy ALL of the time. it's likely you cannot. If you can, it is likely that you are not looking at all of the evidence (confirmation bias).
There is no need to envy happiness. That person's mood will change. Pi** em off. And watch their happiness evaporate.

Happiness is a Choice.
Sounds simple doesn't it ? It is.....and it isn't. You have to make a conscious decision everyday that you "chose" to be happy. Then you have to decide how you will let this days events affect you and your mood.
To quote Charles Swindoll:
“The longer I live, the more I realize the impact of attitude on life. Attitude, to me, is more important than facts. It is more important than the past, than education, than money, than circumstances, than failure, than successes, than what other people think or say or do. It is more important than appearance, giftedness or skill. It will make or break a company... a church... a home. The remarkable thing is we have a choice everyday regarding the attitude we will embrace for that day. We cannot change our past... we cannot change the fact that people will act in a certain way. We cannot change the inevitable. The only thing we can do is play on the one string we have, and that is our attitude. I am convinced that life is 10% what happens to me and 90% of how I react to it. And so it is with you... we are in charge of our Attitudes.”

i believe not everyone are always happy, life is up and down and it's not always perfect, i think it would be bored if your life is always perfect, it always like what you wanted. You see some people are always happy but I think they are not, they might wear a mask to hide who they really is.
The secret to being happy is positive thinking and attitude and help other

There are three elements I can think of. One is body chemistry, which may be influenced by environmental factors such as what we eat, drink, breathe and even take in through our skin. Another is genetics. A third is personal philosophy or personal thought processes.

I don't think anyone is ALWAYS happy. Although people my act like they are always happy they aren't. For someone to be happy all the time, they would have to be happy when their relatives die.
