No, they wouldn't survive. No matter how big the car is the person will be killed. It doesn't matter if they are wearing a seat belt of not. One thing people forget it that a large vehicle hitting a small vehicle favors the large vehicle. But, hitting a solid object negates any advantage.

I have the Buick equivalent (94 Roadmaster) of the Fleetwood and can tell you I ain't gonna try it!

most likely not because an object in motion will stay in motion until another force acts upon it, in this case the car would hit and probably get totaled and the driver would go through the windshield and hit the concrete structure, depending on how tall it is, and die on impact because he/she is still going 100 mph
