The National Weather Service has a list they go down each year starting with A-Z and if they go past Z they start a new list. But that is not usually possible.

All the countries that have hurricane/tropical cyclone/typhoon warning centres submit lists of names to the World Meteorological Organisation for approval. Once approved, the lists are made available to the Warning Centres. When a storm develops, the Centre with responsibility for that part of the ocean names it. Atlantic hurricanes start at A every year but those in other parts of the world just take the next name on the list. If the last storm of the season was called "jack" the first of the next season might be called "kathleen".
The complete lists of names around the world can be found here:

hurricanes first started getting their names in world war two. They were named after the solider's mothers, and in alphabetical order, as you can imagine, there were lots of names out there. later on, the national weather service, NOAA, bagan to name them after males as well.
