A lot of girls I know are into making purses out of koolaid drink pouches ( the ones you punch the straw into) some of them are amazing.
Try making a patch quilt, random scraps of material or old clothes you don't wear, cut different lengths and widths and just place tehm together in no particular order.

Photography
Horse-back-riding
Crafts-take wild flowers and press them till dry and place them in along the borders of a photo you have taken and place in a frame, not so hard looks so nice!!!
(or in a scrapbook)
Makes great gifts.

Candle making-using sand art

Cut patches and start a Quilt.

Work on a flower bed in your yard-design it and plan it out.
Make your own pond and design it.

They make Fingernail Jewerly-you could get into it if you liked it go to school for 3 months and become a manicurist and make a little money on the side.
Not that expensive and schooling is not long.

Not sure if your an Inside Girl or Outside, so gave a few suggestions.

Painting is fun, just have fun with it, some abstract art is the best. There are also free tutorials out there on the net if you search for them.

Another fun hobby is sewing. I got into it and love the fabrics and everything. One Christmas i made everyone's presents ranging from checkbook covers to pillows. Pillows are really easy to do. Great for beginners. Fabric paint, both puffy and painting along with some sponge shapes, are great ways to personalize and decorate.

Oh yeah, cross stitch is fun too. You can use the cross stich as one part of a decorative pillow. I wouldn't suggest it for somethign that will be heavily used. I made my oldest daughter a baby pillow made ot of a pretty large cross stitch project that took me a few years and it is pretty much dead now (11 years later)

Cooking and baking are fun too. It was really fun when I learned to cake decorate a couple of years ago. I learned to make my own icing and color it and everything too.

Knitting, counted cross-stitch, make jewelry (like beaded bracelets or either by braiding), and the oldies but goodies, reading and writing. Check out the library, and then other hobbies could stem off from that. And ideas for writing can come from even every day life. Dancing, playing sports or even just hiking are some other great activities.

How about Rubberstamping. . ..you can find great Rubber Art stamps at Card shops, some drug stores, the 99 cent store, Dollar tree. . .all depends on how much you want to spend and where you look.
Rubber stamps aren't just ADDRESS stamps and PAID stamps anymore. . you can make your own greeting cards and all sorts of things. Some stamps and some ink pads and your imangination is all you need.

Another that would also give her a work out. . .Bellydancing.

You can try to get her involved at a local big brother/big sister program. Not only will she be staying out of trouble, she will also be helping someone younger than her and be a role model. This could help her self esteem, plus volunteering to an organization like this looks good on any resume she submits.

How about drawing? Paper and pencils are cheap. And even,if you don't start off being good at it, you will improve.You can go anywhere with that kind of a hobby.

You could have her learn how to crochet, knit, cross-stitch, embrodery or Scrap booking... heck redo her bedroom. decorate some lamps or an old table to give it a fresh look. Take your daughter to a local craft store or craft section of your local store..look around, I'm sure she will see something that will perk her interest. Good Luck!

Amateur radio is a terrific hobby. It includes all facets of challenge, education, socially fun, helpful to the community and to people in need, adds much to most other hobbies, and it can satisfy you no matter what spending amount you have decided to work in.
