Offer to be the model in all of your friends pictures. There are plenty of ways to get noticed - the best is to get friends to take lots of pictures of you. Step up whenever the cameras are around - lots of people duck or hide from the camera - that's your chance to step up and be in the picture.
Have your friend who is really good at taking pictures take lots of pictures of you and start entering them in photo contests. Enter pictures of yourself in your local county fair.
Volunteer to help with the advertising for your church or youth group's gigs and upcoming events and model for the pictures on their flyers and handouts.
Call your local shopping mall and find out the name of the agency that supplies models for the stores, and then go to that agency armed with lots of pictures of yourself and sign up. You should not have to pay money to be signed with their agency, unless it is for modeling classes and your official pictures for your portfolio. But by having lots of good pictures of yourself (keep on taking pictures of yourself until you get a variety of good ones) and by putting yourself out there, you will get noticed. (And NOT studio portraits or head shots of you gunked-out with tons of makeup, either. Go outside and get some natural poses of you doing everyday, normal activities. A good source of ideas are old clothing catalogs - what are the models doing in those catalogs? Grab a friend with a camera and get some pictures of your self riding a bike, skating, washing the car, at the beach, you know, being busy.) THEN send your pictures to a bona fide agent.

Develop a portfolio, and keep updating and submitting. A dinner theatre experience wouldn't hurt either.
