Not whistling doesn't really mean the turbos bad. Its when they start whistling loud that they probably are going bad.

I've never heard it whistle on my old 306 one?

Does the car feel sluggish at low revs and then pull hard after a second or so? If it does, then everythings fine.

Also, it's nigh on impossile to hear wastaget on the diesel 306 as it's drowned out by diesel clatter!

Does it drive as if it has 90bhp or 60bhp?

If it drives like a turbodiesel (a lot of torque from just over 2000rpm, giving strong mid-range acceleration) then the turbo is spinning just fine.
The turbocharger on the 306td is not very audible.

well turbo has waste gate which makes the whistle with fans turn round. make sure the waste gate is clean and the fans is turning round if the fans are not turning its the Bering that's gone plus check if thers sucking feel on the turbo
