As long as you make sure you take a couple of breaths in between times, so you make sure you get enough oxygen, and expel the carbon dioxide that builds up, yeah, it's okay. Makes your voice sound really wierd -- sorta like Alvin and the Chipmunks.

Chuffing nothing but the helium in a balloon can result in asphyxiation.

It is not safe. You are putting helium into your lungs instead of oxygen. It can make your lungs stop working if you do it enough.
