Because they are obviously mentally ill. The only reason for it to be illegal is to give police legal authority to stop them so they can get them help.

Because Social Services can cause more havock on your life than the Cops ever could. I wish I was arrested. After a Suicide attempt (research other answers for details) While still in the Mental Ward, I was informed that If I moved my boys back to my house They would be taken from me. This was after I had sought and received treatment for depression. The Cops acknowledged I had broken no law, but Social Services were swarming around me like sharks.
In America you have the freedom to attempt Suicide or commit suicide, but not the freedom to be a parent after you are deemed "treated" by competent Medical Authority.

Because arresting a suicidal person wouldn't help them. They are generally given psychiatric help so they won't try it again. Compassion is the key word..

because insurance companies dont have to pay life insurance if the person died during the commission of a crime. So they forced for suicide to be a crime so they dont have to pay $$
