When a doe has a litter, she usually pulls the soft fur from her dewlap to line the nest with. That's mainly the only purpose! Plus it is quite cute!

The other people are right about the does using their dewlaps to have extra fur to pull out to line their nests when they have babies.

Some breeds, such as the Netherland Dwarf, don't have a dewlap, even the does. On the French Lop breed, the bucks are allowed to have a small dewlap.

When some does get older, the dewlap gets bigger, just like people's double chin.

Normally, just females have a dewlap. Female rabbits pull out fur to line a nest with, so some theorize that the dewlap is to give them additional area to pull fur from.
