This is a very subjective question since it places no limitation on either styles of guitar play or categories, so you're going to get as many varying answers as there are answerers to the question. Since I like Rock, acoustic, and classical styles the best, I will stick with those.
There are obviously many great rock guitarists, but guys like George Harrison, Jimi Hendricks, and Eric Clapton come to mind as some of the best. They all had a tremendous amount of influence upon a lot of younger people over the years, and their styles are still being copied.
I'm not certain how to classify these other than to say they are southern instrumentalists because they implement many elements into their music including some jazz, pop, rock, and country, but Chet Atkins and Leo Kottke definitely stand out from many guitarists. Their music is enjoyable to anyone who appreciates effective as well as interesting fingerpicking styles.
I think the best overall guitarists are, of course, of the classical variety, because there are simply more playing skills required of these instrumentalists than by any other type. Andres Segovia basically created the genre, but others have had their influences, as well. There is a long list, but I would also have to say Sid Bream and John WIlliams should be at the top of the classical heap. My favorite quitarists in the world, however, are both female! Both Liona Boyd and Sharon Isbin are fantastic composers/artists, and if you haven't ever heard their work, give it a listen! :-)
