Neither is true...
You can drink anywhere in a casino and only on the street while on the strip or downtown on Fremont St. Any where else is illegal including in cars or cabs.
Up until earlier this year, you could smoke pretty much anywhere. Those days are over. Essentially the only public place you can now smoke is in a casino or a bar that does not serve food. All restaurants, hotel lobbies and bars with food are no completely smoke free. Even areas like shopping areas and food courts are also smoke-free.
I hope that helps...

Actually you can't anymore.
Here's a basic breakdown of where you can and can't smoke at least. Drinking is only allowed inside bars, restaurants or casinos. You can't drink on public streets except for Fremont Street (which is one big party basically), etc.
The Act states that smoking tobacco in any form is prohibited within indoor places of employment including:
Public and private school buildings and on public and private school grounds
Child care facilities with five or more children
All areas of grocery stores, convenience stores and drug stores
All indoor areas within restaurants, including those in casinos or gaming establishments
Bars, taverns and saloons that serve food
Shopping malls and retail establishments
Video arcades
Government buildings and public places
Movie theaters
The Act states that smoking is permitted in:
Areas within casinos where loitering by minors is already prohibited by state law per NRS 463.350
Stand-alone bars, taverns and saloons that do not serve food
Strip clubs and brothels
Retail tobacco stores
Private residences, including private residences that may serve as an office workplace, except if used as a child care, adult day care or health care facility
In the casinos, if kids aren't allowed, you can smoke (so out on the main casino floor, it's ok) but in the restaurants, by the pools etc, it's against the rules now. Alot of controversy has been surrounding this in Las Vegas.

Nevada is not the smokers' paradise it once was (where you could light up practically anywhere, anytime).
Nevada voters approved a limited smoking ban in November 2006 (by a margin of 54-46 precent).
Smoking is still legal in casinos, bars that do not serve food, strip clubs, brothels, and retail tobacco stores.
However, it is now prohibited in shopping malls, restaurants, bars that do serve food, grocery stores, arcades, theatres, and government buildings.

Not surprisingly, Las Vegas police take a low-key attitude to alcohol.
Drinking in public is done all the time, and almost always ignored. Drunk and disorderly conduct is not tolerated, however. In other words, if you keep your hands to yourself...it shouldn't be a problem.
Since most of the Strip casinos are basically owned by two companies nowadays (Harrah's and MGM-Mirage), they don't care about their glasses as much as they used to. Chances are that they'll get most of them back any way.

No it's not true, they recently passed a law about that smoking in areas were food is served and kids are present. But for the most part anywhere on the strip you are safe.

Kind of.
You can drink anywhere EXCEPT in a car. (Even a taxi or limo - the only exception is those huge party-buses.)
Smoking is allowed in any casino and on the street, some hotel rooms, but not in most restaurants anymore.

Last I remembr you can..but they also offer non smoking areas..but the last I heard that may come to an end. If they do that will impact their revenue because the indian casinos may get all smokers.
