Rubber weather balloons rise to a height of anything up to 100 000 feet before they burst. By this time they've expanded to the size of a small house. Ordinary party balloons would burst long before this. If you put enough hydrogen or helium in to make it rise, it will about double in size before it bursts, by which time atmospheric pressure will be about half that at sea level, so its height will be about 15 000 feet. If you want a balloon to stay aloft for a long period, you need a constant level balloon made of something like kevlar, not rubber. It rises to a certain height, then doesn't expand any more, and just stays at that height and circles the Earth for weeks or months. Most constant level balloons are designed to stay at about the height of the jet stream or higher, in the lower stratosphere. They're equipped with instruments including a GPS and radio transmitter, so you can track them.

Sorry to be so picky, but depending upon the type of balloon it the gas inside expands as the balloon rises in altitude. This occurs unless the skin is a non - expanding skin which would limit the altitude the balloon could rise to, say 15,000 feet, or just inside the jet stream.
If you were talking about a grocery store (child's) balloon, don't expect it to rise more than 700 - 800 feet. By that time the skin has stretched so far that it is about to burst, or has already burst. High altitude balloons are huge envelopes filled with just enough gas to lift the total package. Rising they expand in size greatly. It is not unusual for some to operate in the area of 100,000 feet.

Altitude depends on the displacement (amount of gas and volume of the balloon). With no gas leak, it would theoretically stay aloft indefinitely.
