It's when electricity is low - perhaps flickering.... As opposed to a black out when there is no power at all.

If this was in a serious section I would say that it is when there is so little power being distributed by the electric company that the voltage goes down and your refrigerator dies frorn the strain of trying to run on low voltage.
However since this is P&S I think it is one of those side effects that they show in the Olestra artificial fat ads like "may cause anal leakage,"

That happens when there is a big surge of power, and a lot of times,after the brown-out, is a black- out, no power............
