Technically sexual intercourse can occur at any age - ie from birth upwards. However, sexual activity can be extremely damaging for young children and it is unnatural and socially unacceptable to have sex with someone who is not sexually mature. And it would not be reproductive sex, therefore it isn't really sex - it's the biological equivalent of sticking your finger up someone's nose.
Boys begin to produce sperm between the ages of 10 and 13, so at that age it's possible for them to reproduce. Girls only start to feel arousal and produce sexual lubrication when they hit puberty.
So I guess the overall answer is - when you're sexually mature. Which varies from person to person.

Thats a bit of a weird question, but if you mean technically I think that, for a girl, its as soon as you start menstruating your body is ready for sex, and I think its probably the same with boys and puberty. But regardless of whether their bodies ready, you wouldnt really want your eleven year old having sex, would you!

There isn't exactly an age limit.
Remember, one of the side effects of having sex is potentially having a baby that you need to raise for the rest of your life.

Your sex organs aren't going to really function as they need
to for traditional sex until (at the ABSOLUTE earliest) 9 or 10.
Of course, "sex" covers a lot of territory. Much younger kids
have been raped.
