I know exactly what you are going through. I just uploaded a couple of chapters to a story I started to a website I share with a friend, and, with some positive feedback from him, I finally got the next chapter written. I guess that is a roundabout way of saying "share what you've already written with someone who hasn't read it". A little encouragement from a friend can go a long way in helping to get the ideas flowing again.
Good luck.

Go read a book by someone you don't like.
That's right.
You should have certain books in your collection that you DON'T like.
These are the ones that inspired you to go into writing in the first place, the ones that made you throw down the book and say "I could write better than that! and I'll prove it! "
Go read some of that for a while, note all the things you don't ike about them, all the inconsistencies, think of how you would have written it so much better. Then go back to your own work and do it.
If you didn't get into writing because you thought you could do it better, than you must go back to your roots and examine why you did go into writing. Why did you do it? To imitate a favorite author? There are pleny of imitators out there. Imitators never become famous or rich.
Are you doing this as a tribute to an author you admire? Then look for imperfections in his work. No (human) author is perfect. Pick up on some slight error or inconsistency and drag it out, kicking and screaming, to its logical conclusion.
Why are you writing? The answer should be simple. Because you must. because you cannot stand to leave your ideas unexpressed any longer. A famous author, when asked how he wrote, said, "I start with a blank sheet of paper, and then I bleed all over it. " Writing, especially a long work is like giving birth; it takes time, it is painful, you have to be willing to suffer for a while to get a lasting reward.
Another famous author once said, "I spent all morning putting in a comma and all afternoon taking it out." Don't be afraid to change things, and then don't be afraid to change them back!
Have you ever acciedentally attributed a line to one character when it belonged to another? What would happen if it really was his line? have them exchange roles. How would that improve things, or at least make them confusing? Have your main character trip and sprain an ankle just as he's chasing the villain, and then have to improvise.
You get the idea. Good luck. I want to hear all about your stuff, someday.

Usually for the stories I'm writing, I usually walk and try to think of what possible outcomes to write. Another is by watching the tapes of shows I recorded as a little kid to help draw inspiration or listen to my favorite song on my CD player.
Hope I helped!!
