Most any boutique that sells costume jewelry that pierce ears will have a sign stating so.
I pierced my own lower holes but went to Wal Mart for the cartilage ones...

Most tattoo parlors also do peircings, and they will peirce just about anything you want, including, mmmhmmm, ya know. OUCH!
