Let us go step by step.
1) Pl.count the number of " WHY "s in your question.
2) The first why only matters. The following two 'Why's can be treated as a common nouns and they are just repeated.
3)Why you have started the question by using the word " WHY ". The answer to this question will answer your doubt.
4) What is the word in English language for an interrogation or
a question???
5) the answer is " Why ".
6) Because it is so, you have raised a question by using ' why '
7)" Know how" and " Know Why " are two fundamental questions.
8) " If you know how", it is mechanics. If you " Know Why ", it is science.

Guess cause it's a habbit like when someone calls you the first thing you say is "hello?", Or "Jane Doe's Residence!". I think People use it to make it clear that they are asking a question. Like your question, the english language is supposed to be the hardest to learn, I guess statistics could be right about that.

A better question to ask is "Why do people ask questions in the "Earth Sciences and Geology Section" that have nothing to do with "Earth Sciences and Geology"? Why don't you ask this question in the "English Grammer Section"?
