You will get a power bill weather you use the power or not. You will not be using any electricity in this socket, if the bulb is out and the switch on, or if the bulb is burned out with the switch on. The switch only provides potential energy, the bulb creates the load, without the bulb, there is no load, and no current flow.

NO.There would be no energy used because the flow of electricity is stopped by causing a break in the flow(removing the light bulb).Removing the light bulb would be the same as turning the switch off.
