Both Men and women are " Pervy". However, "Pervy" is a lot of different things to different people so to make a generalization is not going to answer your question.

Oh yeah I totally agree Women are the perverts. We are always doing sick and disgusting things to get guys.
Yeah men are saints and they don't do nearly anything that would be perverted that is why there are gentlemen clubs in every city and sin city for mens pleasure but women do work there so I guess that makes us perverts even though they are paying girls to watch. The clubs for girls to go to are full of a ton of gay men.
Oh yeah women are defiantly the pervy's yeah!!!

In my experience, most women would say men. However, secretly, women are quite pervy too! Listen in to conversations between groups of girls. Sex in the City is alive and well!

depends on how you define pervy
men are open and obvious when they check out women
women are more sly when checking out men
so pervy is defo women as there make more off a attempt to hide it
i was talkin bout this with a girl she told me some tricks they use to check out guys without getting caught
i.e. lookin at reflections in glass and mirrors rather then staring at people directly --- also wear shades so i cant see eye contact etc
