I suppose a dictatorship could have alternating leaders but American is not a dictatorship. Clinton and both Bushes were fairly elected by the people. Until a President rejects our electoral systems or forces people to vote at the point of a gun (like Saddam), America will still be a Democratic Republic.

First of all take the time to learn what a dictatorship is and if the USA was a dictatorship and if Clinton or Bush were dictators you wouldn't be able to make such statements because forums like YA wouldn't be permitted.

Yes. Haiti does it just fine. Most places are kind enough to have a coup for a transition though. It saves a lot of time wasted with elections and voting and such.
