I think anagrams (different names using the exact same letters) are a good way of naming twins if you want something similar or matching. That way they get their own individual name, but you've got that cute association.
Girls
You could try:
Sweet:
Adaline and Daniela
Adeline and Delanie
Allie and Leila/ Ally and Lyla
Alyce and Lacey
Amy and May/ Mya
Celia and Alice/ Lacie
Elane and Elena
Emelina and Melanie
Hallie and Leilah
Lorita and Tailor/ Loryta and Taylor
Olivette and Violette
Modern/unusual:
Akira and Kiara
Alanis and Salina
Ali and Lia/ Alina and Liana
Alysha and Shayla
Disney and Sidney
Ilene and Eleni
Kamila and Mikala
Marina and Armani
Samira and Marisa
Shyla and Ashly
Traditional/modern combo:
Anita and Tania/ Tiana
Anni and Nina
Ashley and Elysha
Dayna and Nadya
Deni and Enid
Elaine and Aileen
Isla and Lisa
Cute (older style):
Carmella and Marcella
Deeann and Nadene
Diana and Nadia
Diane and Andie
Dianne and Nadine
Elenor and Loreen
Ellyn and Nelly
Nena and Anne

A good Idea is to have the names start with the same letter.
Adrianna and Alexandria
Abigail and Addison
Brittany and Brianna
Caroline and Candace
Danielle and Devin
Elizabeth and Emily
Faith and Florence
Gabrielle and Ginny
Haley and Hilary
Isabel and Iris
Jacqueline and Julia
Katy and Katrina
Lana and Lillian
Maddie and Mary
Nicole and Natalie
Paige and Phoebe
Quinn and Questa
Rachel and Renee
Sara and Samantha
Tiffany and Tanya
Ursula and Unity
Virginia and Victoria
Wesleigh and Whitney
Xanthe and Xena
Yolanda and Yvonne
Zoe and Zena
Or you could do names that could be shortened to make boy names, Like Samantha and Maxine (Sam an Max)
Almost anything could be cute.

Having checked out the other answers I noticed that most people have chosen 2 names beginning with the same letter or sounding very similar.
I think it would be better to have 2 totally different names. Different initials, different length, no similarity in the sound of the names. After all, even though they are twins they are still going to be individuals.
I quite like these names - Chloe, Olivia, Rose, Keira, Danielle, Morven, Fiona.
Maybe it would be best to see them first so that their names really suit them.
Congratulations.

i like old fashioned, traditional names that don't date like emily, mollie, evie charlotte and imogen.
instead of trying to pick two names at a time make a list of all your favourite girls names and then write them down and sound them out as pairs.
When i received my first Christmas card for my 2 girls just after the second was born i realised how nice their names were together which makes a difference. good luck.
