It was Rowan & Martin's Laugh-In and the character was Artie Johnson. He always wore a German army uniform and peeked through a plant.

Not M*A*S*H. He was the weird looking guy with funny eyes , usually wore a German helmet , comedy show, can't think of it's name.....crap.
