I can become a notary without posting a bond in my state. Could that be enough to qualify for a better paying job than say a bank teller or something fresh out of high school with little work experience?

Not really,
Almost anyone can become a Notary.
One of my employees is, as I need one in my office. I pay the annual fee, she is not paid extra, as it is part of her job requirements.
In short, if she could not be a notary, she could not have the job. The pay....no extra
