"I'm the scat man." is Scatman (Ski-Ba-Bop-Ba-Dop-Bop) by Scatman John. I actually found this blog on accident, but I think I know immediately what song you were looking for. I could hear it just by reading your phonetic description. I don't think it's very new, though.
