A child gets punished & put in time out. Then another child comes up & talks to him, & the parent says, "You'll get punised too for talking to him."

I have never witnessed that. I can understand it though. If it is in a family situation, then the second child should know better than to talk to the one in time-out, if this is a family rule.

no I haven't ever witnessed that ever before in real life But I have seen that happen once in a movie but it was just a Movie though.
