7x = - 3 - 3y
7x = (- 3).(1 + y)
x = (- 3/7).(1 + y)
You may wish y to be the subject in which case:-
3y = - 3 - 7x
y = (- 7/3).x - 1

"as a function of x" means you need to solve for y (not x)

7x + 3y = -3
3y = -7x - 3
y = (-7/3)x - 1

1) You would have to subtract the 3y from both sides of the equation

2) Isolate the x, which would require you to divide both sides by 7...

A function of x means f(x)=y. You are solving for y. I keep giving out this site because its really helpful. Interactmath. Choose Bittinger's College Algebra Book 33 Graphs and Models, submit, then go through the chapters and objectives. It gives you problems to solve and an explanation as to how to work each problem in steps. Hope this helps.
