It's completely normal. Let him explore his body. There's nothing wrong with it. Just let him know this needs to be a private thing.

It's completely normal, teenage boys go through this phase. Why would you want to stop him, and why are you watching at the first place? Just give him some privacy, tell him to do it behind locked doors.

Firstly, how do you know he's doing this?! Secondly, why would you want to make him stop? If he's doing it in private then it's his business. Obviously, if it's in the lounge at family functions, it's another matter....
