no, youre fine. everyone ages differently, and everyones breast sizes are going to be different. THeres some people that are actually bigger than you, and theres other people (as you have probably seen) that are completley flat chested and will remain so the rest of their lives.
it just depends on the random chances of genetics. kinda like how some people will be 7 feet tall, and some people will be 4 feet tall when there adults. If youve got 4 limbs a head, a mouth, 2 eyes, ears, and a nose...oh, and ten toes and ten fingers. cant forget those. but if youve got those, youre normal. and everything else will be different from other people.
