why do people do this gesture when they are talking and when is it appropriate to use them? I feel that they are over-used which would lead me to believe that people rarely use them correctly.

It's a colloquial, slang gesture. There is no correct way to use it. People just use it, either for irony or for indicating actual quotes. Saying the words "quote" and "end quote" is correct if you want to be formal.

I use it when i want to emphasize something or am trying to make fun of something. when i quote someone i say "quote" before the actual quote and then when im done saying it i say "end quote".
ok ex of air quotes: oh ya thats "fabulous"
the above would be said after someone said to me that only gays say fabulous and i was proving a point that thats not true.

You're right about that! You're supposed to use them to illustrate that you are quoting someone else.
