Yes you likely can, but it is not advised.On a laptop this is a very time consuming and tricky job compared to a desktop.
Also you will be limited in what you can replace it with, your bios will not support the latest CPUs
If you can not do it yourself, it would be very expensive at a shop for the labor plus the cost of the CPU and I would not recommend it.
If you don't like the speed, buy a new one, transfer your data, and sell your old one

You probably could, but the cost of upgrading it is too much to be worth it.
The Pentium M series ranged from about 1.0ghz for the Ultra Low Voltage series, and up to 2.26ghz for the normal version. The board in your Dell was probably made to support those faster versions. But, the heatsink was most likely NOT made for those faster versions.
If you did upgrade, you would come across heat problems.
You would also only see a minor increase in performance and would be spending at least $300 just to get it upgraded.
Your best bet would be to just buy more Ram if you are looking for better performance out of your computer. Also run spyware, virus and adware scanners to make sure they are not bogging the system down.

No, you can't upgrade laptops except for a few select things, and the CPU isn't one of them.
