Blow a whistle in their ear - if this doesnt work tell them you have a trace on the call and the police will be showing up at their door - or if you can dial 1471 get the number call them back or call the phone company - or you answer the phone like you are a police officer and it's a crime scene and the person calling is now part of the investigation and under suspicion.
Keep a log of the phone calls and make a police report they have ways of tracing a number even if it is blocked

Don't say anything. Just hang up; they'll get bored with calling. If it doesn't stop, contact the phone company, and get your number changed.
Another good technique is to keep a whistle handy near the phone. When the idiot calls, take the whistle and blow like mad into the phone (be sure to remove it from your own ear first). They'll be lucky if they can hear for the next week.

Nothing. Just hang up. They're prank calling you to get a reaction from you. If you don't react at all, they'll get bored & stop. Pretty simple.

Say nothing ... any reaction might only encourage them.
Either hang up or place the receiver to one side so they are in effect talking to themselves (it'll be costing them to make the call)
If it's a stranger, log the calls etc and if it continues - you'll be able to pass all the info to the police (if needs be)

Nothing! Turn off your phone and answering machine during the timeframe they always call. Do this for about a week and your problem should be solved. It worked for me.

Tell him that you've got friends that will be paying him a visit one night if he doesn't stop, that's what I did and it had the desired effect I didn't get any more phone call after that.

Get someone else to answer the phone and say "Special Constable xxxxxx, how may I help you?"
(obiously 'xxxxxx' is a made up name)

save music of the cases, and what they're asserting. record to the telephone business enterprise, what's happening. they are able to not supply you the call/form of the caller, yet they might have the potential to dam it for you.
