Yes, unfortunately, many people fall into the hands of these scammers. And there will be no scammers if there are no suckers. It could be because:

- people are so desperate for money
- people believe in the inate goodness of men
- people genuinely believes and don't put any malice when the receive a message that they won X amount or get a grant award
- people want to believe that some fairy god mother exists in the world for them
- people failed to think and simply agree to everything the other person tells them on the other line, including handing out their bank account numbers

I think because many people look for instant success. The practice of working hard and saving ones money is to slow of a process for this fast paced, gotta have it now world.
