Insecure writers who are functionally illiterate - I used to 'hand write' using all caps because I didn't know the rules for capitalization.
If it were connected to a slang or accent, I'd be more forgiving (whatcha doin'? or hey dood) but really, the mixed caps is because some ppl just don't know how to spell.

bECAUSE WHEN REACHING FOR THE SHIFT BUTTON WITH THEIR PINKY, THEY ACCIDENTALLY HIT CAPS LOCK. sO, WHEN THEY TRY TO CAPITALIZE A LETTER, THEY INADVERTANTLY MAKE A LOWER CASE LETTER WHILE ALL THE OTHERS ARE IN CAPS. kIND OF LIKE THIS. oK?
ALso, I often get to typing so fast, that my pinky hasn't left the "shift" key when I'm going to the next letter in a capitalized word. THen, I might end up spelling words with the first two letters capitalized. WHen I take the time to use spell-check, those mistakes are caught... BUt sometimes, I Am just in too much of a hurry. OH well.

They get in a hurry and do not spell check- at least that was what I was told about non spellers recently.
