Charcoal is made by burning wood in absence of air. The technique is known by many other names like charring of wood or pyrolysis, Thermal decomposition to carbon etc. Most woods on earth are lighter in density - having density less then 1. Therefore charcoal has density less then 1 and it floats on water. On the other hand Mineral coal is always dense.
Sand is a mineral from earth crust or marine residues. It always have density more then 1 - usually more then or around 3. Therefore the best way to separate Charcoal and Sand is by gravity separation methods - either by floating in water (you will need to dry the charcoal before use) or in the current of air or by using vibration techniques.

When the mixture of charcoal and sand added in water, sand will be at bottom as it is is heavy and charcoal will float on water. Then Seperation is easy.

Gravity separation and air skimming. Put the mixture in water, the sand will sink and the charcoal can be skimmed by a blower and collected in a separate vessel.

Levigation is the suitable technique. Drop the mixture in flowing water. Charcoal floats and washes away in flowing water. Sand sinks ans reaches the bottom.

put in water - charcoal will float; do a barbecue - sand will remain.
