You don't say why the employee is being "forced" to take time off but if it's considered a lay off, they can collect unemployment; however, I'm sure there is a waiting period in MI.

Yes. Sometimes a co must cut back in employees' hours. It may be because of a seasonal slowdown, drop in orders or other reasons.And a cut in hours sure beats being laid off for lack of work.
And, yes, depending on the invividual circumstances, unemployment benefits may be available. You'd have to apply, like anyone else,. You can do it on line.
UC would contact your employer to verify why your time as cut, and take it from there.
But, DO apply.

Well he can cut your hours but he can't make it look like it was "your idea". You get no unemployment benefits if you "ask" for time off.
It's not clear what do you mean by "force" but he can't force you to "ask" for the time off, he must cut the hours himself and notify you officially.
Any employer can cut the hours unless you have a contract or union agreement preventing it. By law if your hours are cut (there is a limit) you can ask for unemployment benefits.
Any doubts call your union or your local Labor Bureau Office.
