Try finding a few people with your situation. People who want a house/flat and have little income. Get a place together to reduce expenses. Make a plan to save money and maybe in a few years your income level will change for the better and you might not need roommates anymore.

The easiest way is to find a place and then go to the state and ask for assistance. As a landlord myself, I prefer people on a fixed income that get public assistance every month because I know I will be paid. In most cases, any damage done to the house, the state takes care of.

First do not worry about getting a flat. Try to save atleast 25 percent of your income.Also try to increase your income. After YOU HAVE sizable savings explore the avenues of loans.After all, loans create assets.HAVE ATIME FRAME AND KNOW what type of flat you need and where do you want it.Start from somewhere. It will lead you to your goal.

put your name down on the housing list with the local council. Explain your situation. Register with the benifits office if you can get rent subsidy. This may help you get private accomodation. Get any extra 'credits' towards your application from Dr's etc who can influence the speed of your application if there are any medical reasons.

well if you are looking to rent from the local authority, then you may be entitled to housing benefit, which may pay all or some towards to the cost of rent.
You can pick up an application form from your local council offices.
