Does that include halogen lamps and if so what do all the people with dimmer switches in their rooms do.

(As I understand it the new energy saver bulbs will not work with dimmer switches)

While the incandescent does use far more energy per candle power than an energized gas bulb, the US will never outlaw the use of such bulbs... the citizens would see that as an affront to their rights.
Europe & the EU outlaws many forms of speach too... their government can censor the press, US citizens would not stand still for that either.
You are right, the gas bulb is more likely to flicker or just emmit a very dull glow when used with a dimmer switch.

Not sure what will happen with halogen fixtures. Walmart in the States is selling a CFL that claims it can be used with a dimmer. Not sure how that would work and since I don't use dimmers, I'll have to wait to hear about them.
