Basically anything that cost 300-400 dollars will have a less than good video card. That is how they are able to sell the computers so cheap
It is better to spend a little more, and get what you want, rather than a little less, then have to upgrade the computer, because it will not really play anything.

You basically want at least a 256MB video card (not shared video!!) and at least 1 gig of ram. the typical 300-400 computers, will only come with 512MB of ram, and a built in generic video card.
but the geforce and ati card you mentioned are good. You might have to buy a cheap computer, then buy the video card separately though
I have a 256 MB ATI card and 1.5 gig of ram P4 3 gig Pentium chip. I can turn off all programs that I am not using...and Oblivion still runs choppy. The minimum requirements that Oblivion states, are pretty much the BARE bottom specs. You would have to run the game in 800x600 mode. If you do that, then you miss out on all the cool graphics. I still only run mine at medium quality, just because the highest settings still runs choppy on my system.

You can't get anything great or that, however, I built a PC with a 3800+ (single core), 1GB RAM, 7600GS, and a 320GB HD (which I know doesn't matter, but you could save $40 or so going for just 80GB if you needed), nice case and a seperate PSU for $430, though that's without Windows. But you can get something pretty decent for almost as cheap as you're looking at if you build it yourself.
Though if you look for exactly those specs, you'll end up paying more. You have to search around for the deals, take rebates and combo savings deals.

Check ebay, the last game system I built costs 8k because it had a phase change cooling system. I don't think you'll find anything worthy of gaming, I would save my money until I could afford to build a good system.

For the games that you want to play, anyone will tell you what you already suspect: You need to save up more of your allowance if you want a complete gaming system. The rest of us only wish we could get a good gaming system for fire sale prices.
