I want to glue fabric on the foam, and don't want it to come off. What type of glue or adhesive would be best?

I have two ideas for you. Both are spray mount adhesives in a spray can. If they work, it would make your project 10,000 times easier. You can order from these links. This stuff might also be available at a craft store or even office supply store.

3M Super 77 -- Very aggressive adhesive. I love this stuff. Specified for foam.

3M Foam Fast 74 Spray Adhesive - Glues foam to wood, metal and plastics. Anything that glues foam to wood should work for your project.

Spray adhesives do work the best. Another option, especially for complex pieces, is to cut the shape and sew the fabric to fit. Like a slip cover on a pillow. Your best bet for cutting foam is an electric carving knife.

Ok i might not be the best help as i live in Australia, but in australia we have a place called clark rubber if you have that in London then i suggest you go there, it's nice and cheap ! hope this helped!

Foam is tricky. I always just sew the decorations on by machine.
