May I know what kind of fuel do you expect to make out of it and for what application.

Used oil is a fuel just by itself and will burn fine in burners designed to use it. Various companies, like Northern Tools and Harbor Freight, sell burners for used oil. The problem is that the oil often contains nasty polutants which are released into the atmosphere when burned.
To purify used oil, it could be distilled or perhaps filtered, which is what recycler's do with it.

If you mean like diesel fuel or gasoline forget it. The cost, size of the equipment and neighbors complaints would not be worth it. The amountof fuel you could refine out would be negligble.
I did know someone who filtered used motor oil and used it as fuel for his home furnace. Didn't do anything else to it.
