Well, I think it would be safe to say that Blind Guardian would be the ruling force. They would then set up their own order not unlike medieval Germany and would have Hansi as grand King. They would then set up an order of knights for different purposes. Directly under them would be Manowar who, while not directly power metal, have earned the right to be there simply so they can do battle with the opposing "core" forces of which there will undoubtedly be outcroppings who are lead by the traitors Dragonforce.
Below Manowar, you'll have Rhapsody who will be responsible for all epic quests and dragon slaying. From this point on, all other bands such as Helloween, Hammerfall, etc will make up the rest of the high order of metal. The monastic order will be held by Divine Fire.
Also there will be several other honorary heroes and mystical figures that shall be remembered in song and legend such as Richie Blackmoore, Yngwie Malmsteen and Dio. Also, simply for the hell of it, Tenacious D shall be set up as court jesters.
