No it's not illegal but just a scam.
They give you a website but you have to first register a domain name and then get hosting.
Once you get your site on the net it may take you weeks or months to get indexed or if Google does not like it, never.
Then if it does get indexed, you have to get a serious amount of traffic to it in the hope that some of your visitors may click on the Google Adsense ads.
Forget it!
