A flash drive uses RAM not ROM (i.e. hard drive), you can't format it. I think the problem lies with the computer you are using. You can lock a drive letter such that you can only read from a flash drive and not write to it. This is a common security measure in companies who don't want their employees to copy files off the computer on to a flash drive, which can be easily smuggle out.
Another possibility is that your flash drive is dying. Unfortunately, there is an upper limit to how many times you can write on to a flash drive. It might be time to buy a new one.

go to "my computer".
right click your flash drive.
select "Format" the a window will appear.
at the bottom of the window, u'll see 2 buttons which are" start" and "cancel".

Some flash drives have a password protection on them.
and the password program normally on the unprotected part.
