It sounds like you might have picked up some spyware. Try downloading Spybot and Adaware. Install both programs, upgrade them and then run them.

Spybot S&D

If you can't do the download on your machine, download then on a friends computer and then burn them to a CD or thumb drive, and then install them on your computer.

have you tried "control, alt, delete" pushing all at the same time and seeing what processes are running? It sounds like Windows Explorer has crashed and that isn't a big deal unless it keeps happening. If you help end the process of Windows Explorer it might settle things down for you. If you do the control, alt, delete you can try and stop the blinking sign as well so you might be able to accomplish something. If it doesn't stop blinking after you end the process of Windows Explorer then you have other problems. Have you tried rebooting yet? If you can reboot it might just reset Windows Explorer. If you are still having problems there could be spyware or virus issues. I am assuming that you do mean Windows Explorer and not Internet Explorer.

Reboot into safe mode (tap the f8 at startup, use the arrow keys to select safe mode and press enter). Run your antivirus and spyware to clean your pc. Then shut down and reboot.

I am a very savory computer person, lol.
If the pc is new, take it back to the place you bough it from, it is still under guarantee, and let them sort it out.
