you need to call your carrier to have international dialing added.
In addition, some offer a plan. Verizon as an example. You pay $4 a month and the minute charges to international locations are less money. Without the plan you can pay close to the $4 on one call.
Check with your carrier. They have a complete list of dialing codes as well.
Used to do this all the time for customers at VZ.

Remove the 0. You could dial +90 instead if you like.

if you are trying to make a call from out of the country, you have to dial 1, then the area code, and then the number. for example: 1-239-346-2796
