I currently have an unfinished 3/12 roof pitch and do to local requirments this roof is not high enough...to save money and time...Can I purchase scissor trusses and place on the existing roof to get the requirements that are needed?

Go to the County courthouse and see the guys at the building codes office. They use this system on mobile homes here all the time but, your area might be different.

One thing to consider is the stress on the foundation from the extra weight of another whole roof system.

no you can not due to building codes and it also being unsafe and plus you need permits and a contractor to do the job for you plus it wil have to be inspected
