Not quite.

The hopper pass will allow you to go more than one to each of the parks each, Magic Kingdom, EPCOT, MGM Studios, and Animal Kingdom. The base ticket allows you to get into all of these parks as well. However, when you add the hopper pass on, that means you can go to as many parks each day as you want. If you want to start in MGM and end in EPCOT, the hopper will give you that option. Now, if you don't get hopping, that will only allow you to go to one park per day. So, if you go to Magic Kingdom, you cannot go to any other park for that day. You can come and go to that park, but you will need to wait for the next day if you want to go to another park.... Does this make sense? I know it is kind of confusing, but hopefully that explanation can help.

Now, the water park option allows you to get into Typhoon Lagoon, Blizzard Beach, DisneyQuest, Pleasure Island and Wide World of Sports. Otherwise, each of these options is an extra price. With the water park option, you save a little money when you go to the parks for two visits. If you want to go a few times then it really will be the best way to go. But, the water park option does not give you unlimited visits. The number of visits depends on how long of a pass you have.

1 to 3 day pass: 3 visits
4 day pass: 4 visits
5 & 6 day pass: 5 visits
7 to 10 day pass: 6 visits

No matter how long your pass is, the water park option is always $53.25 for both adults and children. So, even if you don't plan to go to the actual theme parks every single day, but you want to go to the water parks more often, be sure to see how much the price difference is to get a 7 day pass which would give you the maximum visits to the water park. The new ticket prices are different then they used to be and they really lowered how much it costs to get extra days. If you will be getting a four day pass, it only costs $1 or $2 per day to add on more days, per person.

I just want to clear up one thing that Felieca C said. She is correct that you can use your tickets when you come back, if you don't use them all. But, the no expiration option does cost extra, from only $10.65 per ticket to $165.08. She did mention the option, but just wanted to be sure you understood the extra costs. With the new ticket prices it is usually better to buy your tickets each time then to pay for the no-expiration option.

Hopefully this clears a few things up for you. I know it is confusing at first, but once you understand it, it is pretty easy to understand. If you have any other questions, feel free to e-mail me.

Yes, if you buy the park hopper and water park option you can go as many times into these parks as you wish - based on the number of days you purchased of course.

If you opt for the 10 ticket with no expiration date - if you use only 4 days - you can come back at a later time and continue to use that same ticket, and hop between the different parks to your hearts content.
