is there any beeping, called a post beep. if there is a hardware issue you will get a pattern of beeps that repeats itself. this can help troubleshoot your issue.
you did power down and unplug the power supply before you removed any parts.....right?
did you discharge all static electricity in yourself before you touched anything? it may be a possibility that the cpu or motherboard got damaged during your upgrade.
check the monitor connector for any bent or missing pins.
have the power supply tested to eliminate that possibility.

if pc i coming on and no beeps to be heard you may of damaged the processor.

when taking of fan and heat sync 1st time did you check to see if it was cool if not may have dislodged chip.

if everything is replaced properly back to original state you have obviously disrupted something and my guess is you.ve put static through your processer thus frying it.

also when replacing fan and h/s have you renewed the h/s properly.

have you taken processor out at all(if you have is it replaced properly IE: no pins slightly bend).

when starting pc up can you hear the hard drive starting up and sound like it is working, or does it just start working and then stop as if it is not working you can tell the difference (if so processor is faulty)

if still got problems then get back.

Make sure that you have the monitor set for analogue or digital signal, depending on your graphics card and connecting cable.

"No Signal" means that your monitor isn't getting a signal from your video card. Make sure that your Video Card is correctly seated and that the video cable is firmly attached at both ends.
